Urban Transportation Service Districts

Counties with a population over 90,000 at the time of the 2000 Census that currently do not maintain their own roads have the authority to establish Urban Transportation Service Districts.  These Districts are intended to be town-like areas where the state would devolve maintenance and operational responsibility to the county.  The county would receive the Virginia Department of Transportation (VDOT) urban lane mile payment as defined in 33.1-41.1 for lane miles with in the Urban Transportation Service District.

Counties that create an Urban Transportation Service District are eligible to impose broad impact fees on by-right development on agriculturally zoned land outside of the District.  These impact fees can be assessed for the following public facilities:
